NCC 2022 Part 3.4: Termite Protection Is a System, Not a Sticker

Termites do not need an invitation.

They only need one concealed route into the building.

A poorly treated penetration, a covered slab edge, a later addition or a landscaping decision can compromise an otherwise well-planned termite management strategy.

That is why NCC 2022 Part 3.4 should not be treated as a box to tick before the frame goes up. It needs to be understood as a coordinated system that remains visible, maintainable and effective after construction is complete.

When does Part 3.4 apply?

Part 3.4 applies when both of the following conditions are present:

  1. A Class 1 or Class 10 building is being constructed in an area where subterranean termites present a potential risk of attack.

  2. A primary building element is susceptible to termite attack.

The NCC identifies several materials that are not considered subject to termite attack, including:

  • Steel, aluminium and other metals

  • Concrete

  • Masonry

  • Fibre-reinforced cement

  • Naturally termite-resistant timber complying with Appendix C of AS 3660.1

  • Preservative-treated timber complying with Appendix D of AS 3660.1

This does not mean a building constructed from concrete or masonry is automatically termite proof.

Termites may not consume those materials, but they can travel through gaps, mortar joints and concealed pathways to reach timber and other susceptible elements.

The question is not simply, “What is the building made from?”

The better question is, “Can termites move through or around the construction and reach a susceptible primary building element without being detected?”

The system must suit the construction

Where termite management is required, Part 3.4 requires the selected system to be appropriate for the building element being protected.

The NCC identifies options for:

  • Slab perimeters and external wall perimeters

  • Slab penetrations and control joints

  • Areas beneath slabs

  • Suspended floors

  • Attachments to buildings

Depending on the construction, the system may use slab-edge exposure, sheet material, granular material, chemical treatment or a combination of components.

This distinction matters.

A component is not necessarily a complete termite management system.

For example, a concrete slab may form part of the overall strategy, but penetrations, joints and the building perimeter may still require separate treatment. Those components need to work together to form the complete system.

A product around the plumbing penetrations cannot compensate for an inaccessible perimeter. A visible slab edge cannot compensate for an untreated construction joint. A compliant design can still be compromised by poor sequencing or later building work.

The slab edge needs to remain visible

Slab-edge exposure is commonly used to make termite entry detectable.

The purpose is inspection. Termites attempting to cross the exposed edge can leave visible evidence, allowing activity to be identified before extensive concealed damage occurs.

Problems arise when the edge is later covered by:

  • Garden beds

  • Soil or mulch

  • Paving

  • Render

  • Cladding

  • Decks

  • Stored materials

  • Added paths or landscaping

The termite management strategy may have been correct at handover, but later work can remove the inspection zone that made the system effective.

This is why landscaping and external finishes must be coordinated with the termite management design before those works begin.

Penetrations are critical

Every pipe, conduit and service passing through a slab creates a location that requires attention.

The treatment must be installed correctly and remain intact during later work.

Common problems include:

  • Additional penetrations installed after the original system

  • Oversized or irregular penetrations

  • Damaged collars or barriers

  • Concrete not properly consolidated around services

  • Services moved after treatment

  • Barriers cut during fit-off

  • Penetrations concealed before inspection

This is not solely the responsibility of the termite contractor.

It requires coordination between the builder, plumber, electrician, concreter, certifier and termite management installer.

If a service changes location, the termite system may need to change with it.

Attachments can create concealed pathways

Part 3.4 identifies attachments such as downpipes, service pipes, steps, verandahs, porches, access ramps, carports, trellises, decks, heated-water systems and air conditioners as matters that must be considered.

Depending on the arrangement, an attachment may require its own termite management treatment or an inspection zone between the attachment and the building.

This is particularly important when attachments are added after the original building is complete.

A later deck or paved area can cover a previously exposed slab edge. Garden structures and landscaping can also create concealed contact points against external walls.

Small changes outside the building can have significant consequences for the original termite management system.

Tested systems must be installed as tested

Part 3.4 permits a system to comply with AS 3660.1 or to have passed the relevant tests in Section 5 of AS 3660.3.

The NCC explanatory information makes an important point: for test results to remain valid, the system must be installed as tested.

Substituting components, changing installation details or ignoring product limitations can mean the completed work no longer reflects the tested system.

Chemical systems require ongoing attention

Where a chemical termite management system is used, the chemical must be included on the relevant authority’s pesticide register.

Chemical systems may also have a limited life expectancy and require replenishment or replacement.

They should not be described as permanent protection unless the particular system and installation genuinely provide that outcome.

Owners need clear information about:

  • The product used

  • Where it was installed

  • Its expected service life

  • Any replenishment requirements

  • Recommended inspection intervals

  • Conditions that could compromise the system

Without this information, the system becomes difficult to manage after handover.

The durable notice matters

Part 3.4.3 requires a durable notice to be permanently fixed in a prominent location, such as the meter box.

The notice must identify:

  • The termite management system used

  • The date it was installed

  • The life expectancy of any chemical treatment

  • The installer’s or manufacturer’s recommendations for future inspections

This notice is not just handover paperwork.

It provides future owners, inspectors and contractors with essential information about how the building is protected.

The notice should be checked before handover. Its information should also match the installed system and supporting documentation.

What should be checked on site?

Before the relevant work is concealed, confirm:

  1. The termite risk assessment and selected system are documented.

  2. The system is appropriate for the building construction.

  3. Slab penetrations and control joints have been treated as required.

  4. Perimeter inspection zones remain visible and unobstructed.

  5. Barriers have not been cut, displaced or damaged.

  6. Attachments and external works do not bridge the system.

  7. Landscaping levels will not cover required inspection areas.

  8. Installation records and product information have been retained.

  9. The durable notice is complete and permanently installed.

  10. The owner understands the ongoing inspection and maintenance requirements.

The practical takeaway

Termite risk management does not finish when the installer leaves the site.

It depends on design, coordination, installation, inspection, documentation and ongoing access.

The strongest approach is to identify the full termite management strategy before work begins, then protect it through every stage of construction.

A termite system can be compliant on paper and still fail in practice if a penetration is missed, an inspection zone is concealed or a later attachment creates an undetected pathway.

The system is only as strong as its weakest detail.

Better knowledge. Better construction.
